Policy, Planning & Budget Directorate
The Policy and Planning Directorate functions to formulate, coordinate and communicate Ministerial policies to all MDAs under it. The Directorate also collect data, studies and review existing government and ministerial policies relating to the Ministry and its agencies. In its duties the Directorate prepares budgets and strategic and long term plans. In addition, the Directorate liaises with Donor Coordination units in the planning and programming of donor supported programmes of the Ministry and its Agencies.
Functions of Policy, Planning & Budgeting Directorate
1. Study and Review of Policies
Study and review all existing government and ministerial policies relating to the Ministry and its agencies
2. Inform Staff of Road Sector Policy
Regularly inform the staff of the Ministry and its agencies on all government policies relating to the roads and transport sub sectors.
3. Formulate and communicate Ministerial policies to all agencies under the Ministry
4. Collect Data in Collaboration with Agencies
Liaise with Directorates of the Ministry and its agencies for the collection of data for planning purposes.
5. Liaise with Donor Coordination Unit
Liaise with Donor Coordination Unit in the planning and programming of donor supported programmes of the Ministry and its Agencies.
6. Initiate and Coordinate Preparation of Transportation Plan
Initiate and coordinate in the preparation of the long term transportation plan of the Ministry.
7. Ensure Compliance with the Strategic Plans of the Ministry
Ensure compliance with the strategic plans of the Ministry and its Agencies. Prepare a five year Strategic Development plan for the Ministry.
8. Prepare A-Three – Year Rolling Plan
Prepare a- three – year rolling plan (MTEF) out of the 5- year strategic development plan of all activities of the Ministry and its Agencies.
9. Identify Possible Sources of Funding for all Activities and Programme

Profile of Ing. George K. Addison
Ing. George Kodwo Addison is a seasoned civil engineer with extensive experience in road and transportation engineering. He currently serves as the Chief Engineer and Coordinator for the World Bank Transport Sector Improvement Project (TSIP) at the Ministry of Roads and Highways in Ghana, a position he has held since September 2018. With a career spanning over two decades, Ing. Addison has demonstrated a strong commitment to improving transportation infrastructure in Ghana through various key roles within the Ministry and the sector at large.
Addison's academic journey began at St. Augustine’s College in Cape Coast, where he obtained his GCE O’level and A’level certificates. He furthered his studies at the Nkrumah University of Science Technology (KNUST), earning a Bachelor of Science degree in Civil Engineering in 1998. He later pursued a Master of Science degree in Road and Transportation Engineering at the KNUST, completing his thesis on the topic ``Availability of Natural Gravel for Road Construction in Ghana`` in June 2008.
Throughout his career, Ing. Addison has held various engineering and managerial positions within the Ministry of Roads and Highways and the Department of Feeder Roads. His roles have included Chief Engineer, Principal Engineer, Regional Manager, and Area Engineer, where he has overseen numerous projects aimed at enhancing road infrastructure across various regions in Ghana. Notable projects he has managed include:
• Transport Sector Improvement Project (TSIP) (2018-Present)
• Transport Sector Project (TSP) (2013-2018)
• Abidjan-Lagos Trade and Transport Facilitation Program (ALTTFP) (2013-2017)
• West Africa Transport and Transit Facilitation Project (WATTFP) (2013-2018)
In addition to his project management responsibilities, Addison has contributed significantly to the field through research and presentations. He co-authored a paper titled ``A Critical Evaluation of the Ongoing Pilot Output and Performance Based Road Contracts by the Ministry of Roads and Highways of Ghana,`` which was presented at the 2023 GhIE Annual Conference 53rd Annual General Meeting. He is also a former convenor of the APSU group from 2017 to 2024, where he was instrumental in consolidating the APSU 1990 group. His tenure as the group’s convener offered the group a leadership that has kept the spirit of unity and comradery.
