Assignment Title: Engagement of Local Non-Governmental Organization (NGO) for the EU Funded OPBRC Works to Facilitate ICT-Based Citizen’s Engagement for Grievance Redress Mechanism for selected Feeder and Farm Access Roads(670.10km) in the Upper West Region of Ghana

This Request for Expression of Interest (REOI) follows the General Procurement Notice for this project which appeared in the UN Development Business website dated 3rd October, 2016 with DB Reference No. WB4480-10/16.
The Government of the Republic of Ghana has received a grant from the European Union through a Recipient Executed Trust Fund to be managed by the World Bank. The grant has been included as an Additional Financing (AF) for the Ghana Transport Sector Improvement Project and intends to apply part of the grant for the payment of this consulting services.
The Ministry of Roads and Highways (MRH) is seeking the services of a local Non-Governmental Organization (NGO) to carry out public awareness on project-related issues, including GBV/SEA/SH prevention, and implement the project Grievance Redress Mechanism (GRM) in the Wa Municipal, Wa West, Nadwoli-Kaleo, Lawra, Jirapa, Daffiama-Issah-Bussie, Nandom and Lambussie Districts all in the Upper West Regions of Ghana.
The selected Local NGO shall carry out the following tasks, among others;
- Support the Ministry to implement the project’s GRM over a 42 Months period. During this time, the NGO will assist the MRH to manage all project-related complaints in line with the project GRM procedures within the project area;
- develop standard operating procedures for addressing project-related complaints. All parties to the GRM will also be trained and equipped with terms of reference to guide them in administering their responsibilities;
- develop a comprehensive information campaign and communication strategy to publicize; the existence of the GRM and its procedures; details of those to whom different types of grievances should be addressed; and other relevant information;
- assist project implementers in addressing community health and safety risks resulting from the project, including Gender Based Violence (GBV), Sexual Harassment (SH) child abuse, sexual exploitation and other concerns related to the influx of construction workers;
- facilitate strong collaboration with GBV service providers and ensure an effective and functional referral pathway. The NGO will also provide accompaniment and act as advocates for GBV survivors.
- identify trusted community-based groups and actors and strengthen their capacity to prevent and respond to child labor and SEA/GBV/SH issues within project communities;
- Coordinate with the MRH environmental and social safeguards team to review and finalize the project GBV framework and supervise the implementation of the contractor’s GBV action plan;
- Support the project monitoring consultant in the monitoring of contractor’s ESHS compliance.

- Eligibility Requirement for the Assignment
The Ministry of Roads and Highways (MRH) now invites eligible Local NGO (“Consultants”) to indicate their interest in providing the Services. Interested NGO should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The primary shortlisting criteria are:
- Registered local Non-Governmental Organization (NGO) with working experience in the project catchment area in the Upper West region of Ghana. “Local NGO” refers to local indigenous organizations that include national NGOs, CSOs, and CBOs that fall within the functional categories of advocacy and service delivery and providing services within the project area.
- Certificate of Recognition from the Department of Social Welfare
- experience in community development, social work, institutional development, environmental and social capacity building, and public health including advocacy for child rights, vulnerable and disadvantaged groups in society;
- experience in any assignment in the road or construction sector in the last 10 years;
- Experience in HIV/AIDs, COVID-19 and reproductive health education, education and women empowerment and support for the advocacy and implementation of social development interventions policies and programmes in Ghana;
- Experience in World Bank and/or other Donor funded projects.
- experience in at least one (1) assignment involving the use of participatory approaches including mobile based and ICT platforms to facilitate citizens engagement, gender and social inclusion, behavioral/social change in the last 10 years.
- Experience in GBV prevention and case management in a multi-cultural environment, and good knowledge of national standards, procedures for prevention and response to GBV.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- Submission of Expression of Interest (REOI)
Interested NGO must organize their Expression of Interest in the following order:
Chapter 1;
i) Company Profile
ii) Legal Status (Certificate of Incorporation),
iii) Letter of intent of Association, if necessary,
iv) Certificate of Recognition from the Department of Social Welfare
Chapter 2;
i) experience in community development, social work, institutional development, environmental and social capacity building, and public health including advocacy for child rights, vulnerable and disadvantaged groups in society;
ii) experience in any assignment in the road or transport sector in the last 10 years;
iii) working experience in the project catchment area in the Upper West region of Ghana
iv) Experience in HIV/AIDs, COVID-19 and reproductive health education, education and women empowerment and support for the advocacy and implementation of social development interventions policies and programmes in Ghana
v) experience in at least one (1) assignment involving the use of participatory approaches including mobile based and ICT platforms to facilitate citizens engagement, gender and social inclusion, behavioral/social change in the last 10 years.
vi) Experience in GBV prevention and case management in a multi-cultural environment, and good knowledge of national standards, procedures for prevention and response to GBV.

i) Experience in World Bank and/or other Donor funded projects;

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulation. Consultant Guidelines referred to above.
