The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Transport Sector Improvement Project (TSIP) and intends to apply part of the proceeds for the payment of this consulting services for Resettlement Action Plan (RAP) Completion Audit of the TSIP.
The Consulting Services (“the Services”) include the following services among others:
- Develop a RAP completion audit scoping report, including key compliance indicators and survey strategy.
- Implement surveys (both qualitative and quantitative) based on the strategy established in the scoping stage.
- Carry out a comparison for the relevant categories of PAPs of their socioeconomic circumstances between the baseline and post-resettlement situations, using both qualitative and quantitative surveys. Comparisons should be disaggregated by gender, by PAP category.
- Carry out a systematic qualitative review of all commitments made in the RAP and prepare detailed completion tables for all of the commitments made.
- Prepare a RAP completion audit report and detailed action plan (activity, responsibilities, timeframe, success indicators).
The estimated level of effort (professional staff-months) for Key Staff is 8.0 staff-months.
The implementation period for the assignment is expected to be 4 calendar months from the commencement of the assignment.

The Ministry of Roads and Highways (MRH) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- General experience in RAP completion audit within the last ten (10) years.
- Experience in at least two (2) completed assignments in RAP completion audit funded by the World Bank within the last ten (10) years:
- Evidence of experience in similar assignments in Sub-Saharan Africa within the last ten (10) years.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” the Fifth (5th) Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Interested firms must organize their Expression of Interest in the following order:
Chapter 1
i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv) Organizational chart, a list of Board of Directors, and beneficial ownership.
Chapter 2
- General experience in RAP completion audit within the last ten (10) years.
- A summary of experience in at least two (2) completed assignments in RAP completion audit funded by the World Bank within the last ten (10) years.
- A summary of experience in similar assignment in Sub-Saharan Africa on RAP completion audit within the last ten (10) years.
Chapter 3
- Experience of Consulting firms’ staff for the assignment.
The document must be properly paged, and a table of content must be provided.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations for IPF Borrowers, Fifth (5th) Edition, September 2023.
