The Government of the Republic of Ghana has received a Grant from the World Bank toward the cost of the Project Preparation for the Ghana Market Access and Connectivity Project (GMACP) and intends to apply part of the proceeds for the following consulting services.

The primary objective of the Socio-Economic Baseline Studies is to collect comprehensive and accurate information on the existing social, economic, environmental and institutional conditions in the project areas. This information serves as a reference point to assess the potential impacts of the project, monitor changes over time, guide project implementation and decision-making and ensure that appropriate mitigation and development measures are designed to maximize positive outcomes and minimize negative effects.

The consulting services (“the Services”) include the following Services among others:

  1. Assess the current state of connectivity from farms to market centers, including travel times, waiting times, vehicle operating cost and the condition of existing roads.
  2. Examine transport service characteristics along the study corridors to evaluate complementary public policies and modal investments appropriate to improving the travel environment and enhancing social and economic well-being.
  3. Assess the socio-economic conditions and livelihoods of agricultural households within the project areas through a dedicated agricultural household module, including production systems, farm income, market participation, post-harvest losses, access to inputs and extension services, and constraints to agricultural commercialization.
  4. Identify the relationship between transport investments and poverty alleviation, particularly for agricultural households, focusing on income, productivity, assets, market access, health, education, and related community activities.
  5. Develop a set of policy recommendations based on the findings to improve transport access for residents in the study area.
  6. Propose a design framework for future follow-up surveys.

The estimated level of effort (professional staff-months) for Key Staff is 13.5 staff-months.

The implementation period for the assignment is expected to be Six (6) Calendar months from the commencement of the Assignment. The detailed Terms of Reference (TOR) for the assignment can be obtained by sending an official request to the email addresses given below.

The Ministry of Roads and Highways (MRH) acting through the Department of Feeder Roads now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, the Seventh (7th) Edition, September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

2. Eligibility Requirement for the Assignment

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following shortlisting criteria:

(a) Minimum Mandatory Requirements (pass/fail):

  1. Core business in conducting socio-economic and household surveys.
  2. Ten (10) years in Business.
  3. Evidence of completed similar socio-economic and household surveys assignments in the transport sector.

(b) Criteria for ranking of consultants — experience & qualifications (with scoring):

3. Submission of Expression of Interest (EOI)

Interested firms must organize their Expression of Interest in the following order:

Chapter 1;

  1. Company Profile,
  2. Legal Status (Certificate of Incorporation),
  3. Letter of intent of Association, if necessary,
  4. Organizational chart, a list of Board of Directors (indicate technical and managerial capability of the firm), and beneficial ownership.

Chapter 2;

  1. Experience of at least three (3) completed similar assignments in Ghana or in Africa within the last 10 years.
  2. Evidence of completed similar socio-economic and household surveys assignments in the transport sector.
  3. A summary of experience in stakeholder engagement and consultation workshops.

Chapter 3;

  1. Experience in World Bank or other Donor funded projects

The document must properly be paged, and a table of contents provided.
